It's part of the marketing support for a new Clickbank product called "The ULTIMATE Gas Saver Guide" intended to take advantage of the current "Water4Gas" craze. The HyperMiling report has ebook cover graphics and a sales page included with it.

With the unyielding gas price crises, it's no wonder that water for gas is click Bank's best selling product. However it's now become oversaturated with affiliates. "The ULTIMATE Gas Saver Guide" is a better product and will likely have far fewer returns.
It pays 75% of its $47 price tag, coming out to about $33 for each sale.
